Short answer: you can send a quote without an ABN. Don't send an invoice without one. Get it wrong and nearly half your money takes a detour through the ATO.
The 47% problem
Here's the rule that catches new tradies. If you invoice a business and there's no ABN on the invoice, that business is required to withhold tax at the top rate, about 47%, and send it to the ATO instead of to you. Not as punishment. It's just the law when there's no ABN quoted.
You can claim the withheld amount back at tax time, but that's your money sitting with the ATO for months while you're trying to buy materials and pay the fuel bill.
Homeowners paying for their own job don't withhold. But think about who else pays you: builders you sub to, real estate agents, property managers, strata companies. All businesses. All required to hold back nearly half if your invoice has no ABN on it. So the practical answer is simple: always quote your ABN.

Quoting while you wait
A quote is just an offer, so no ABN is legally needed to send one. But be honest about the timeline: if the quote gets accepted, you'll be invoicing within days, and then you need the ABN. Get it sorted before your first paid job, not after.
Put it on your quotes anyway once you have it. It looks professional, it tells the customer you're a real business, and it's one less thing to fix when the quote turns into an invoice. And while you're setting things up, know the difference between an ABN and GST - having one doesn't mean you charge the other. GST only enters the picture at $75,000 turnover, or earlier if you volunteer.
